Implementing a smart contract involves a complex process that requires selecting criteria such as deploying the blockchain network and the essential characteristics of the smart contract. Each blockchain network offers unique benefits for various application domains. This research aims to develop a framework for evaluating the essential criteria of smart contracts. The new framework for selection and evaluation of smart contract uses multi-criteria analysis (MCA) to determine the implementation of the blockchain network using the Multi-Criteria Decision-Making (MCDM) technique for smart contracts and an evaluation framework. This study serves as a foundation for determining the criteria weightage for various fields of application, such as financial institutions and business operations. Based on a systematic literature review, a framework is created to externalize and organize knowledge on blockchain technology's current state and assist decision-makers in selecting the right blockchain platform based on their preferences and requirements. We analyzed and assessed 50 papers published from 2010 to 2022. The smart contract framework will be used to evaluate the critical criteria of a smart contract, and the implementation of the smart contract platform will be based on the multi-criteria analysis technique known Multiple Attribute Decision-making (MADM) or Multiple Criteria Decision-Making (MCDM) methodologies to address selection issues.
